hmm...it would appear that John is in a hard spot as he has been given a mandate from the Board of Trustees to follow certain guidelines. And those guidelines state that certain quotas must be met. Ginger's recommendation is what John pays political capital to deviate from -- he must make decisions that are best for the university. Getting the Board of Trustees involved seems like the next best step. He mentioned that the mandate was something like there must be 14 students per FTE.
